Nagao Otsuka arrived in the islands in 1890 and in 1916 established the Maui Record, a Japanese-language newspaper that encouraged Japanese settlement in the islands and peaceful relations between the U.S. and Japan. 

After his arrest, Otsuka was held at the Maui County Jail for several months. Government records indicate he was confined there until at least April 1942.

In May 1942, Otsuka died at the Paia Hospital. He was 77 years old.
