Born in Hilo on Hawaii Island, Norio Yamauchi was orphaned at the age of sixteen. He left school and went to work at the Waiakea sugar mill to support his four younger siblings. 

By the prewar period, Yamauchi was a successful insurance and real estate salesman. He was a founding member of a reinstituted Hilo Japanese Chamber of Commerce in the years after the war.
