In August 1942, Shotaro Iwamoto appeared in provost court in Hilo, accused of illegal possession of a Japanese flag. Although the charges against him were dropped, Iwamoto was subsequently interned. 

Also appearing in court at the same time, charged with a similar offense, was the first Japanese American elected to the Territorial Senate, Sanji Abe. Like Iwamoto, the charges against Abe were dismissed and he was soon interned.
