A Nisei born on Maui Island, Frank Arakawa was a veteran of the U.S. Army in World War I. A second lieutenant, he served with the Headquarters Company of the Hawaiian Regiment. Other WWI veterans who were interned include Sanji Abe, Frank Takeshi Ishii, Sukeichi Koide, Shigeru Ernest Matsusaka, Ichitaro Ozaki, and Ichiro Sato.

Arakawa's son David Masaru Arakawa served during World War II as a member of the 100th Infantry Battalion.
